Any idea what this is?

It’s all kinds of strange to me. Holes in the top tube, some small clip brackets under down tube, dropouts and behind bottom bracket look fairly basic stuff.

Barry Barron used to build frames - at a guess I'd say that's a basic cooking frame that's been modded with a few braze-ons.
That’s what I thought. I got another with it that I think is actually a Barron. I am in Lincolnshire.

The stamped dropouts and kickstand bracket leads me to think it's a gas piper
The holes in the top tube are for cable clips, looks a lot like BSA Tour de france to me, the other observations you made align with that. I believe they were sold under several brands, essentially raleigh at heart.
