Advice on identifying an Italian frame please.

I've posted this same thread on CTC, but they kindly suggested I posted it here as well.

It's a bit of an obscure one, but here goes (sorry, it's a bit of an essay).

I need a bit of guidance identifying an old Italian road frame my dad has passed down to me recently. The main problem with identifying this thing is that it was fire damaged a few years ago, meaning the head tube was completely stripped, probably along with any headbadge and other decals. It's now being fully restored, however, it would be nice to replace any decals once it's back to it's former glory.

The information I recieved from my dad was that it was handbuilt, and bought in 1967 from a bicycle factory in Pescara. He said he thought it was a Torpado, however (and I could be very wrong on this) I thought Torpados were all made in Padova? Plus I can't find any pictures of Torpados pre-dating 1970. NB: I did state in my CTC post that this was a track frame, but I think I was mistaken, as it has rear campy dropouts not fork ends. This is set up as a fixed gear frame however.

He could have got Pescara mixed up with Padova, although I doubt this very much as he's not senile, and lived in Italy for a number of years. There is a serial stamped on the top of the seat tube, but it's hard to make out (and as it's being restored atm, I haven't got access to it). The bike has campy dropouts and strada cranks, although this wasn't anything unusual at the time. It is also a sort of golden, pearlescent green colour. Sort of a more yellowy Bianchi Celeste is about as accurate as I can describe it. It's a very similar colour to this 1965 Serena I found on Wool Jersey http://www.wooljersey.com/gallery/v/fondriest/circa_1965_serena.jpg.html.
The lugs do seem fairly ornate too, although again this probably isn't anything unusual. Does anyone know of any bikes built in Pescara, or the Abruzzo region of Italy during that era? Or maybe Torpados were made somewhere else before Padova?

If I have no luck now, I will try and post some pictures after restoration.

I understand that, without pictures, this is a bit of a long shot. As I said previously, if no one has any ideas, I will post pictures up after it's been resprayed.
