I'm coming to the conclusion that Hei Heis had different geometry to other Konas at that time.

A 1992 size 19 Kona had a 15cm head tube. This has a 13cm head tube, as per a size 18. One possible explanation could have been that it was a 1993 frame, as 1993 size 19s had 13cm head tubes. But its number is B19065, indicating a very early size 19, so it can't be later than 92. Caramba Kid's Hei Heis from that era also have non-Kona geometry, so I think that must be the explanation.

The most important thing in terms of fit though is that it has a c-c top tube of 565mm, which is very similar to a 94-onwards size 18 and shorter than a 19.

It is indeed a 1993 frame. That original head tube sticker gives it away as 92 was an old style solid K with green and blue, and 94 was the same as 93, but with Kona written underneath.
