60's British bike?

Got this from the auctions- had flat bars on- what is it? Nervex lugs and campag dropouts, S/N L1149HN13 ?

I feel such a plonker! It's obviously a Luton postcode- LU4 9HN. I think the flat bars might have been original- ITM on 3TTT (currently on Witcomb single speed). The wheels are L/F campags (waiting for new cones, hence the interesting red MA3's on Pellisier), Shimano Crane GS rear and 600 front which change spedidly on Stronglight 51/43 with temporary downtube shifters.
