Well I would say a 1999 model… not 2006 as claimed!
Frame number looks like KK20064 on my monitor - the 64th 20” built since the re-organising of the numbering system (not #4 as claimed). This I understand would suggest the year as 1999 (if the decals are original).
Is it my eyes, or is there something resembling a few extra guides welded to the underside of the top tube and non-drive side seat stay?
I’m also struggling to understand the full explanation of the crack and repair!

The disc mount looks different to other Ti Sport retro-mods that I have seen on Konas. But if they did the work, it should be totally fine. Same for the chainstay repair, tho it seems an unusual place to crack = the outside of a plain gauge, non-relieved chainstay.
At that price, I wouldn't worry too much about it.
People seem to panic about Ti repairs, but you just need a builder who knows what they're doing. My HH had a small repair under the CS junction about 7 years ago & is still going strong.
