Some corrections/additional info: That's a 1997 model year (possibly made in 1996) frame and the official Klein size is 19"/S. It's basically the same frame as the 94-95 Pulse/96 Pulse II but with a threaded BB shell and rear cable routing for V-brakes.
Paintjob name is 'Burning Sand'.

I measured the seat tube from center of the BB to the top of the seat tube, extension, and it measures 17 1/2".

That is pretty much true, but Klein measured their bikes otherwise and that's Klein's 19"/Small. You can see it on the serial under the BB shell.
It should be start look like this '19PMMYYXXXX'.
