You have so many options that it’s a bit difficult to answer such an open-ended question, so I’ll just tell you what I’d do with a shabby 95 Kilauea:
1. I’d keep it white – because I like white and everybody else seems to as well, so keeping it white would maximise its value
2. I’d stick to 1995 decals, because I’d like it to look authentic, and that too maximises its value
3. I’d ask Gil_M on this site to make me replacement decals and check with him whether he has 95 Kilauea images already, or whether he’d need photos of the originals
4. I’d get the frame powder-coated in whatever RAL shade is closest to pearl white
5. if the bike was hardly ever going to be used, and only for ‘showing off’, I’d get it stove enamelled which gives a more lustrous finish, but is very prone to chipping
6. for powder, there are plenty of local painters, for enamel I’d go to Bob Jackson Cycles, because they’re cheaper than Argos Cycles and seem to be similar quality.
