That's about what I would expect the opening bid to be if it had a nice BOI or Yo fork, and even then it seems a bit high given the condition of the frame.

yes, including one of those forks, would definitely increase its value, yet in that condition, it would still be a high opening bid.

I bought a yo eddy frame off ebay a couple years back, with rough paint, but no dents, for $230. It was black with a ringle ti seatpost collar.
