1990 velocity stem?

Is this a 1990 velocity stem? Because I’ve seen these on Cindercone’ and explosifs with this type of lettering but never this short or with a noodle. Perhaps it’s a 91’ but with 90’ lettering?




What’s it worth and what level of stem quality would this be on par to swap with?

1990 Velocity stems had internal routing.

And the stems changed length depending on size of frame.
