Hmmm, pretty bad pictures, so can't really see why he says it needs a respray. Personally I'd be very reluctant to do more than touch it up unless its rusting, and he doesn't give any hint of that.

At the risk of starting another 'discussion', it's a size 16. There was no such thing as a size 17 in those days, according to the 1990 catalogue. And the size 16 had a 21.5" horizontal/effective top tube length, which is fairly short I guess.
