Hi I'm new to the forum, so i hope I've posted this in the right place.
I've recently dug out my old bike which I plan to rebulid which im no expert on so I'll probably asking some questions in the near future.

Heres some info on the bike its a 89 british eagle
frame: reynods 531 butted frame
cassette: 7 speed hyperglide 13t-30t
crank: shimano Biopace 48
Rear derailleur deore xt
shifters derore xt

Looks quite tidy as it is 8)

Is there tape wrapped round the seatpost or is it just scratch marks?

It looks quite tidy The problem with it, its not shifting gears properly. Worn jockey wheels and chain I think? plus all the bearings sound a little rough. And yes its black tape around the seatpost it was looking a bit scratched and rusty looking
 
This bike looks mint - just the kind of retro steel that needs recognition - loving the pink/black and the fact its British Eagle. from the looks of the drive chain (mint) I would check the gear adjustment (cable tension/derailiure end stops) before replacing anything.
