1980s Lo Pro TT Bike Identification

Another one to ID, this has me a bit Stumped. Lo-pro 700c rear 650c front

• -Main tubes are extruded and not seam welded, the down tube has been ovalized along the
  centre for a more aero tube.
  -Head tube is seam weleded tube with Tange Seki headset
  -Bottom Bracket is ISO 68mm 1.37x24
  -Rear Dropouts are Gipiemme 130mm spacing
  -Front Dropouts unknown, 96mm Spacing
  -Front Fork AKISU 86 for 650c
  -Cast Bottom Bracket XC83 124632 Serial
  -Headtube Lugs Stamped 73 and 430
  -Seatube appears to be 26.4mm
  -Top Tube cut out for internal cabling
  -Chain stays are ovalized and flattened

Like I said, I am a bit stumped, it looks similar Kildemoes Cobra, has the same seat stays and the mudguard eyes (very odd on a tt frame) but if it was Danish it would have a correct serial number. Thinking it could be Japanese or even a DIY job, paint looks original to frame

Agree with Neil & Keith, the finish on the lugs & the non removal of the mudguard eyes on this type of frame points to "enthusiastic amateur" the weight & seat post size may give indication to the tubing quality I don't think you will ever successfully name the
builder, I would guess there are a good few candidates Mostly unknown .If you are smitten build it up & see how it rides It's obviously been built/ridden re the drop outs
