Rust is present, not sure if it’s only surface rust or if those chainstays are toast…. Thoughts?

You're not really going to know until you clean those scabs up and shine a light in there from the BB. The paint seems poor all over and the parts aren't amazing. Its a gamble but to my highly untrained glass half full eye thats seen worse....I would take a punt if this is your thing and you're after a small frame.
