I have to agree about the Great Ocean Road in Oz. My wife and I toured it in 2000. Fantastic, even saw grey whales in the sea and rode from Melbourne to start in Warrnambool by steam train 8) .
 
Scotland's best bits are off-road! Lairig Ghru (apologies for the speeling :? ) would be one I'd pick, also up Glencoe past the King's house.

I guess the problem is no longer-distance route of jaw-dropping scenery. There must be one doable from Kyleakin past Eilean Donan Castle and onwards...
 
I remember reading an article years ago about touring in Afghanistan,extremely long downhills[roads/tracks] where you could freewheel for hours descending the main road over the mountains 8)

I would love to cycle that route... Did it in a car and it was utterly amazing.
Shortly after my trip one of the 12 apostles collapsed!
