That's just the face plate sir. I'm going to hold on to the quill bolt and wedge for now. The quill shaft itself isn't removable. @fattiman please advise if you want the face plate as priority is yours given you are the OP here.

Here’s what I’ve got. Stem is cracked at the back and missing the top cap, but the face plate is intact.

By the sounds of it the bike has been in road-only use for the last couple of decades so the opportunity for them to crank under extreme use has passed - now with just metal fatigue to add in to the mix!
