Road/path machines from the 40s/50s would fit the bill. Not close clearances like 70s/80s machines, enough room to fit mudguards was a must ;) These were usually do-it-all machines, for a TT mudguards and brakes were removed - sometimes wheel carriers to bring a set of sprints for the race.

Yes, those are Bocama lugs, I had the same chrome head lugs on my 1972ish Carlton Criterium. Maybe same era as well, looks like a Sun Snipe variant - although they usually have a different lug set, not this crespera style
