Yes it's the alloy steerer. I have a steel steerer available too, 21 cm long.

Re: Great bike, nice frame restoration! I had mine (a 2007 Patriot 66) repainted by Orange directly - as the frames have a lifetime warranty they offer painting and refurbishing service to all former bikes. That’s great, there’s not many brands able to do that; Orange frames are built to last.
