How to adjust the angle of the saddle on this seatpost please? It only has 2 bolts on the side. It the inner rail doesn’t seem to move so I can’t work out how to bring it down?

I snapped one of these little bolt washer things and need a new one for my seatpost. You can buy sets of the actual bolts and one of these on eBay, but I only need the washer thing and wondering if I can get one from somewhere like screwfix or a hardware shop but I don’t know what they are...

Very good condition, only used by me once and when I received them on a set of wheels they still had a few of the little rubber hairs on. I don’t know much about them but I was told they are quite sought after retro tyres. £20 + £5p&p
