    If that little brace is the only cracked joint it wouldn't worry me if I wanted to ride the bike. Perhaps it got cracked by spreading the dropouts to take a wider hub?

    Since you seem to have given up on the frame, why don't you sandpaper/wire brush the area to find out what is actually happening to the metal beneath the paint?     Jumping down gears

    Is the skewer holding the wheel firmly in the dropout? If the drive side was moving forward when your maximum force was on the crank, then it might skew the cogs a fraction, whilst under hand pressure they might remain parallel to the direction of motion?
