Cesare M was the in-house brand of the German catalogue firm Brugelmann (similar to the UK Littlewoods catalogue selling style, this was the 80's equivalent of browsing the internet! ) , no idea of value but looks like a decent quality bike,👍

Disconect the cable at the rear mech and then pull on the cable as you activate the gear lever, you can vary how hard you pull and should be able to feel it come back to life, whilst doing this keep flushing with Wd40 Gt85 etc. Once working spray with white grease. Good luck!

That looks like the Rivington road :D, very beautiful area and not far from where I used to live over toward Preston. I used to love cycling (on and off road) round there and also going to the Barn cafe. Great road for cycling and the surface looks to be much iimproved too! The memorial pictures...
