don't anneal it, the aluminium is well within it's ductile state to allow that amount of correction. annealing it will destroy the fork which I think is 6061 so heat treated. out of interest, can you mount a hub and then measure again, as with an axle in and locked in place some of the twist...

strip them, you'll want to soak the spokes in something to help them out, then strip the paint and clean as Toots says. if there are no obvious cracks, repaint and ride them. they look solid enough, just corroded.

can't be much worse than something like this for strength, although this is obviously a stiffer rim I guess.

It's an interesting idea. looks like prepreg sheet, which is dirty cheap, some custom fittings for sure at the rim. it should be reasonably stiff but I suspect somewhat more compliant to a side impact. I don't know, I'm sort intrigued by it, be nice to find out who dun it and what they were...
