Cool it slow. Managed the heat by stitching it and having a heat sink inside the tube. Still wouldn't do as you machinist suggests.

Be fine if the steerer was under compression. It isn't. You are applying tension, pulling it apart. Add vibration and temperature changes. That's not staying together. Bad idea. Sorry. As to tigging it. You could do it, but it'll be a close run.

see, our local constabulary had a bit more going for them. they rode Marins, put together by a local shop in white and black. they were alright bikes to be fair. the local bob shop has a museum under it these days, with some police history. there's a few bikes in there...

you could swap out the steerer. they are pressed in so you'd need to find somewhere to do it for you, but it's an option over welding. normally I'd say weld away, but at 15mm about the top bearing you are right in the danger zone so to speak. you could have it cut and machined below the top...
