    You need to ask the PO directly. Handling stolen goods is a crime. If it's stolen, there are a variety of ways forward that means the thief will lose out and maybe even get busted.

    Almost all frames were lugged before Welded Frame Construction mass-production in the 80s-90s. Any non-lugged frame much earlier than that in the uk would probably be something special.

    Nearly always inch equivalents. Of course the epoxy has fantastic gap-filling properties, so it can be smaller. Nearly 30mm you could use 1&1/8"od, 1"id, with 28.6 seat collar👍
