Never heard of them. Is it steel or alloy? Its fillet brazed which is a time-consuming process.
Isn't that a web address on the seatstay? Maybe that's where you'll find info. You can perhaps use a web archive machine if its now a defunct URL.
If it is Gara tubing, it'll be no earlier than 1989 - the year that tubeset was introduced. A 130mm rear spacing should give it away as a post 1989> frameset that's been dressed in older components.
Its nice but not perfect. The welds on the headtube and BB junction don't look too impressive. I have a Olmo made from Columbus Genius that is fillet brazed and looks tidier.
Its shocking isn't it. I'd get a quill to a-head converter, personally.
