Your best bet is to sell the one you've got and buy one with the right length steerer.
As a rule, Forks with short steerers are worth less money.
Plenty of bargains to be had, for a reason.

Steerers can be pressed in, but it's decades old - your life may depend on it.
Ask a pro service what they think.

As far as some posters said, the steerer tube is pressed in the fork.
Anyone tried removing it with a thick threaded rod and steel tube (M20 I'm thinking as internal diameter is 22mm) and then press a new one in using the same rod and of course appropriate washers?
