thats not a crack in the seattube. it looks more like someone tried ye olde hacksaw blade - seized seatpost removal bodge, got a bit carried away & cut into & through the seattube. hopefully the rest of the frame hasnt seen similiar abuse
At what point must they think they've fooked that up, jeez.
 
Repairable, though.

I spliced a whole new top section into an Ultimate many years ago:

Lumpy tube from bad reaming and a crack repair:

Replace with this fresh tube:

Cut out seat tube and file back joints to the original mitre surfaces:

Machine a 2-way plug to join the original seat tube and the replacement section:

Dry run fit:

Weld it all up and file the joint back to the original surface to hide it:
