1992 Scott Atacama - gravel or touring build

Tange double butted oversized mtb tubing. Frame size is 56cm? It's 56.5cm C-C ST and 58.5cm C-C TT. Rear axle spacing is 135mm. Seat tube OD is 28.6mm, 1 1/8" steerer and seat post size is 26.2mm.
Took off cockpit, cables, pedals, rack and fenders, and test fitted 40mm Continental Terra Trail's. The rims are 700x17c Formula 700 something made by mavic and the Terra Trail's measure about 37mm wide. I'll propably order some 2" gravel tires as there's still plenty of room. For cockpit I might get narrow Richey Baquiano gravel bars, but I still have to deside if I want to keep the Deore DX drive train and go with bar end shifters or go with more modern brifters.

It should have 45mm of rake but I measured it to be about 35mm so it is off, but the seams and paint at the HT side on both TT and DT look fine and the front wheel is original, spins true and looks ok.

Took some C-C measurements and TT is 585mm, ST 565mm, DT 655mm, HT 145mm, chainstays 435mm(445mm given) and wheelbase 1035(1065mm given). I'll need to check the fork offset(measured it to be about 35mm's).

Any frame repair experts here? Bending the fork forwards 10mm's should be fine?

Are you sure the fork is bent? Seems unlikey to me that it would bend with perfect symmetry.
 
You need to take the fork out and lay it on a flat surface.
The bend will be apparent.

Forks can bend symmetrically, and sometimes this behaviour is due to repeated hard riding rather than a single event.
In some of these cases, the curve straightens out a little - this one does have a bit of that look.

You could get an image of the original fork and then overlay an image of this one to check the curve.

It's unwise to straighten a safety critical component and you can't fully know whether the original, 30 year old part is structurally adequate any more.

It certainly won't be as strong as when it was new, and that wasn't strong enough!

People do bend Forks straight though.
Sometimes they even sell it on after🙄
