    Those are probably for a 24"/26" frame, very common on dirt jumping frames before everything got disc brakes. The frames typically had three holes on each side to allow two positions for the bracket.

    Quick fixes for tired black anodised parts?

    Sharpie works surprisingly well if the black ano in question has had a chance to fade in sunlight a little bit. I usually blend it with my finger around the edges.

    Oven cleaner will usually eat through colored anodizing, that is one way people strip parts to redo them or polish. Hard anodizing is another animal and the color is more a result of the process than a cosmetic thing, it is usually that dark gray color or a dull green.
