I don't think you can do much with a rim with eyelets. If I recall you can't go putting any other metals in the anodizing bath. The finish itself probably wouldn't be that hard to replicate, it's just some kind of hard anodizing as opposed to color ano.

Brake arms don't seat at the base of the post, it's at the step slightly above that. On that frame it's where it transitions from red paint to bare metal.

I have a Banshee frame with almost identical looking mounts. Mine did come with the extra bits. I don't have a picture, but they are kinda cheesy cast metal things. Meant to adjust between 24" and 26" wheels.

No replacement bushing are available, nobody has done reproductions either. Generally not an issue though, I've never seen one with actual bushing play where you could rock the fork back and forth like a Judy. Also no replacements for the cartridges, so you do need to start with an okay-ish...
