I've took the top hardened part of the rubber off on a surface grinder with perfect results. I realise most people don't have access to a surface grinder so maybe a belt sander or just sandpaper and a block or as above a curb stone would achieve similar results with some care.

My two pence worth..... I'm guessing you're trying to fit cassettes with an 11 tooth small cog on an older freehub. Look at your photo of the two feehubs, it's not the splines, it's not the threaded bit on the end, it's the small gap on the end of the spline that lets the final cog go all the...

Cool, can't shed any light on the bike you have but I have one too. Rescued mine from the tip a few years ago for the grand sum of a fiver! Not got the original wheels, brakes or handlebars, just cobbled it together really but it's a fun ride.
