I've just had a close look at the seat tube - no there isn't a ding there. Looking at the photo, I think it's just the way the light is hitting it - there seems to be a light/shade transition at that point

I have a pair of Charge Splashback 26 x 2.1 folding tyres that I don't need. They came fitted to a 1996 Team Marin bike that I bought on eBay a couple of years ago but I'm unlikely to use them as I prefer my Schwalbe Marathon Mondials.
They are the "gumwall" style of tyre (brown/tan sidewalls)...

36 hole. Just spun the axle with my fingers and the bearings still feel smooth - it's been a few years since this was built into a wheel but my recollection was that the hub itself had no noticeable "roughness" about it. (Obviously the rim had worn out - that was why I dismantled the wheel)...
Selling this hub which was originally built into a wheel for me by Alistair Gow of Wheelcraft in about 1994 I think. It's a bit grubby but in working order. I'm having a bit of a shed clearout and just looking to recover postage costs really.
