Hi James, Looking at the photo's, this looks like it could be entirely fixable. If it was me, I would be slicing down through the seat post with a recip saw, being careful not to go right through to the titanium. Then grind a chisel to the approximate diameter of the seat tube and drive it...

Thanks for posting - just grabbed it. Always liked the stratos with the big fat welds - fingers crossed it is ok under the paint...
