That's what im getting from it, a quill adapter is wanted to convert from 1 1/4 headset to 1 1/8 ahead

So im guessing that is for 1 1/8 threaded forks to 1" ahead stem

Most adapters will have a step in the shaft as 25.4mm will be internal diameter of the forks and 28.6mm will be the internal diameter of the stem, both are designed for 1 1/8 headsets https://ebay.us/m/FkiYgi

Warm soapy water with a bit of elbow grease, or anything with trichloroethylene will work, I.e electrical contact cleaner or brake/clutch cleaner etc
