UPDATE: Frame is 100% not steel, did magnet test, weighs in at just under 2lb 14oz. 1-1/8" headtube. BB shell is 70mm and appears to be Italian threaded. Seatpost size is approximately 29mm
Ok.. got an update. Being told that it was possibly built by Litespeed for Caloi (Brazil) USA racing Team in early 90s.
All the braze-on's match, as do the drop-outs. Was told it might be 1-1/4" head tube, will confirm tomorrow.
Can anyone ID this Raleigh, it looks like a 93-94 MTI 1000 (Tomac) but the rear dropouts have cutout windows, I don't see any other similar examples found online. Can't seem to find match on the decals either. I think maybe 1996?

V-brake wasn't around until 1996? But I do know the canti guide/stop is removable, you cannot remove it on 3/4/EFC, it's part of the arch.
Also, the Magnum and Comp do not have the same Made in USA placard featured on the Manitou 3/4/EFC
