    I'm 101% sure that it's an USSR track frame made in Kharkov, Ukraine. Lugs, headset, fork crown, geometry is identical, seatpost diameter 25.0 is typical for XB3 (Kharkov Bicycle Factory - KZ V Z). And I'm 99% sure that the stock thread is Soviet standard.

    Does anybody know if ICS modified C-Record Pista groupsets? I have a C-Reord Pista pedal (http://velobase.com/ViewSingleComponent.aspx?ID=A69B853C-61E0-498A-AEBA-2333C05808F3&Enum=109&AbsPos=1) that is gold plated. No cages but all original screws:
