    The F at the beginning of the serial number stands for Fairly Bicycle Company, a Taiwanese frame manufacturer. As I said, Parkpre Italy are not connected at all to the defunct Parkpre USA.

    Very odd saying you managed to get a reply from Parkpre, they went defunct in the late 90s. Parkpre frames from this era were made in Taiwan not USA.     I would say your bike is one of the later models, perhaps 1998. You can get suitable rear brake noodles from motorcycle parts dealers.

    I can recall my front wheel disappearing down one of those cracks mentioned. The bike stopped very quickly ejecting me over the bars. Happy days.
