Can't help ID the frame but the number on the bottom bracket just above the Cinelli logo is not a frame serial number, it's the patent number for the Cinelli 'spoiler' bottom bracket (228298-84)...all Cinelli bottom brackets of this type have the same number and the last two digits are the year...

I would love to get a steel pista stem and bars for my recently aquired Cinelli Mod SC pista It currently has alluminium Cinelli 67 pista bars and 1A stem (if that would help in a part trade) Here's hoping... Thanks
