Headset looks rough too but as long as it can be removed I'd say this would make a good pub hack. It amazes me why students buy cheap Halfords jobbies when they can get something like this for less.

Don't see why not, I'm assuming they use a standard pull lever? If they do, then yes. They'd be fine with the Paul's.

I have a Kona Kula Scandium frame in 18". Super light and stiff, got it as a warranty replacement for another Kula frame but never rode it. I can do it with a carbon seat post, collar, Bob and race face cranks for £140.
