Is the steerer on the RC31's a 1"?

I've got one, and have a pair of horizontal rear dropouts from The Bike Hut. But I have a real problem stopping the rear axle slipping and losing the chain - you want to see my knees!! Has anyone found a chain tug, or similar, that works?? Cheers
