I think it has been knocked off with a chisel/screwdriver yes. I used it in its current state and had no issues, I removed it with a park tool crown race puller. It sits perfectly flat and is structurally sound, just a little scratched up. Cheers!

You could try holding the fixed cog with a chain whip whilst trying to get the freewheel off. This would leave you with one side, parhaps build half the wheel? Not sure how that would be done.
