It's a wee, er, bit to allow you to fit a cycle computer or a light or the like. It's detachable for aesthetics if required. There should be more pics at the link a bit further up the post. Let me know if you need more or of specific bits.

I won a set of Roval Traversee wheels from a guy in Lithuania. He just stuck them in a flimsy box that then obviously got wet and disintegrated. By the time they got to me, it was just the wheels and a bit of mush. The wheels were still perfectly straight and undamaged. Amazing really.
