As I recall the forks on the Privateers were built with the 1.25 offset. The difference was the crown, the rest of the fork was identical. The early Rockshox crowns with 1.25” offset were anodized black.
Either offset is fine on the trail.
There are speed limits on e-bikes here too, though they are a little more generous. The converted bike is classified with mopeds here. 4 hp and 30 mph tops.
The Privateer is set up with a 1500W hub and can just get to 30mph on flat ground with no wind, so it’s not too awesome in the hills...

I've been working on a new project. The first victim was a 97 Privateer I was given. I didn't have a plan for it so it is a prototype.

One tip with the component choice - find a hub with a steel axle or at least a sharp steel ring on the axle tip. Aluminum axle faces do not generate enough "grip" with the horizontal 4130 dropouts and the hub will shift forward when chain tension is high. Also, a steel QR at high tension helps.
