I second that plea! I'd love to know!
I presumed it was pretty cut and dry with dating it, why would it have an 82 frame number if it's possibly 70's?
I've also chipped some paint off both frame and forks, clean steel underneath, also checked the bb and headtube and no signs of any foreign...
All the parts have been added to it, shifters, headset etc.
The paint job looks original, perhaps redone by a professional hand a long time ago.

Built this up from a frame brought from a friend last year,
the serial is - WM2003102
All he knew(or thought he knew) about the frame was that it was one of the Raleigh Ti frames to come out of Worksop in the 70's.
I've been through multiple online catalogues and found nothing about this frame...
