I've got a number of nice but old tubulars where the once-tan walls have dried, turned white where the latex has rubbed off and the fabric fibres can now be seen and felt. I'm wondering if a paint over with liquid latex would rejuvenate these and protect the sidewall fibres from wet and wear...

+1 for Mike's choice of TA rings. I've quietly amassed a small battalion of these from eBay over the last few years for use on Campag chainsets with a 135 bcd like yours. They come up frequently, are beautifully made, can often be found reasonably priced and come in a huge variety of sizes.
