you'll only have to re-dish the wheel if in doesn't mount straight in the rear triangle. i.e. the tire rubs on either of the chain stays when the wheel is mounted straight in the drop outs.
check out the mtb dirt drop bar thread link bellow, i think this is what you're talking about. The nitto dirt drop stem is a 1" quill type high rise stem that would look fine on a road bike.

No it won't work properly. The cog spacing is slightly different on the suntour cassette. get a new suntour shifter if you want to fix it or else you'll have to replace the rear hub/cassette and dérailleur to a shimano. But i believe it would be cheaper to look for a new/replacement suntour...
I believe that you need a center pull caliper otherwise known as a U-brake under there. something like the old Mafac racer. You could also look of an old Shimano AX roller cam brake caliper and or the Campagnolo delta. All of these brakes very greatly in price but would probably give you the...
