Oh wow, I think you may be right especially since they seem to be a local company (I'm also in Vancouver.) I thought the disc tab cable routing was added by the previous owner but it appears to have been like that from the factory. Thank you for helping me figure it out

Sorry for the late reply. No, I'm not the original owner. The disc tab was recently added and there was red overspray inside the head-tube when I bought the frame.
