Concerning drilling a drain hole into the bb shell, as long as you grease the seat tube/seat post sufficiently water inside the shell shouldn´t be an issue.
And i don´t like the general "idea" to put holes...
Highly depends upon what is "usual"* in your opinion. But if the paint damages are modest it sounds like a good deal.

Use a small gas torch or a bunsen burner at low heat output to heat it at some well hidden part of the surface.
-If it first changes from titanium/aluminum grey to yellow and - upon further heating - from yellow to blue, it IS titanium.
- if it stays grey-whitish, it IS aluminum
