Certainly very interesting and well made. Because of the quirkiness and the large (I think) steel tubes I would guess Italian.

The bolt on top tube cable guides are pretty distinctive and unusual on steel bikes.

This caught my eye too and have asked for some details. No answer yet. Looks nice.
