Digging into this a bit more, it looks like the Privateer used a simplified assembly.
Looking thru the parts bin, I happen to have an example of the larger plate.
Scan below with a scale for reference. I measured the plate thickness as 2.1mm.
I've found the Panaracer GravelKing in 26x2.1 to be a reasonable option if a semi-knobby is suitable and when they are in stock. Good volume, relatively restrained logos.
Paragon MachineWorks sells supplies a stud and spring plate with their titanium brake bosses. If you contact them perhaps, they will sell the studs and spring plates separately.

So...I have this Dekerf Frame from 95, I believe, that I picked up on here a couple of years ago. It's in rough shape but I thought I could get it restored. At least one of the chainstays (maybe both) need replacing. Several of the cable guides are rusted and there's other patches of surfaces...
