Best of luck with the work....especially with that paint :) A tip for the chrome is foil with Lemon and white vinegar. A cloth wheel bit to a drill and some metal polish all on a shoestring budget will get the best from the metal work and kill...
Midlife, you are correct so apologies Newbie, I am tired and appeared to skip the third triple 0. A 1980 would possibly correspond to a Raleigh Team Professional but without a photo of the whole frame it is hard to tell.

Front derailleur for indexed shifting of only a double is doable with a friction type front, a triple is more difficult.
Rear derailleur as you posted for an indexed is possible but such a pain in the rectum you would be best buying an indexed rear arranged for near on the number of sprockets...
I think it was closed early 80's off the top of my head so yes I agree it doesn't tally as 84 so should be 74. The design is as per the 1983 team replica from what I can see so it is maybe a copy but I cannot corroborate this beyond the stamp details either way.

I assume you are intending on friction shifting and yes it should work fine but will need the screw adjustment altering and tuning to selected the range. The chain shouldn't be a problem assuming you have sized it...
