Just got my 1982-83 Rossin Record back from getting painted. Looks amazing. It was pretty roached and I have been slowly restoring it.

I just had a bicycle frame repainted and the rear brake mount and seat collar are tight, is there some prep that can be done to open up the holes a bit to allow the collared hardware to slide in easier without damage to the paint? Frame is a 82'-83 Rossin Thanks.
